Ok, so my internet connection is kinda crappy and occasionaly cuts out for no reason. This isn't such a big problem except for when I'm doing one thing; watching streamed videos.

If my internet cuts out while a video is streaming, and I then re-connect and attempt to continue watching said video, even after restarting the video, I can't get it to stream anything after the point where the video cut out the first time.

Why is this and is there any way to solve this problem, because it is becoming VERY annoying, especially if it's a long vid and cuts out near the end.

Can anyone help?

Ctrl-F5. Force refresh from source, not from cache. That's the only technical solution I can give you. Otherwise, I'd recommend waiting until the movie is finished downloading before you actually begin watching; if it's all cached, you could be watching it while the internet collapsed around you.

Pay for cable internet. It's not THAT expensive.

It is, sometimes, unavailable in certain regions. Which is why I advocated a cost-free solution that can be used universally.

If you're willing to put money into solving this, I'd definitely advocate upgrading your connection/switching providers, because if you already have cable internet you shouldn't be getting these cutoffs.
