I try to get a custom avatar, I get the right dimentions and file size, and what do I get? This problem.
"The uploaded file is not a valid GIF, JPG or PNG file"
What does that really supposed to mean? How do I get a GIF, JPG or PNG file...?

The short version is GIF, JPG, and PNG files are represented by the extension on the filename, i.e. avatar.gif, avatar.jpg, and avatar.png.
I had about the same problem when I first signed up. I'd advise you to register an account with Imageshack (http://imageshack.us/) -- it's free, painless, and as far as my experience goes, they don't sell your e-mail to third party spammers. They'll automatically make any image file into a PNG file, and if it's within the size parameters for the boards (which you say it is), you should be able to upload it.
EDIT: Also, please do not double post. It's in the rules you agreed to (http://forum.nuklearpower.com/forumdisplay.php?f=11).

Sorry, and I will not double post again. I was getting sick of waiting after nobody posted, so I decided to double post IF someone at least paid attention to the thread. =/
Muchas gracias.

22 minutes is hardly a long time if you're dealing with a forum of moderate size like this one.
Adding to what Skyshot said, any graphics program should be able to at least save something as a .gif file. Even Paint can do all three of those types. Just select File > Save as and choose from the list of file extensions.

Meaning that it will look extremely fuzzy and bad.
