I check new signup's postcounts every so often, and they always say they have one more post than they actually do.
Domoarigoto is listed as having 2 posts, when he has only made 1.

They're too incompetent to post the "I accept the rules." post and just leave upon only being able to view two forums.

The rule was applied to everyone but many people have signed up and never visited again. A lot of people just want to lurk or whatever and that's fine. 0 posters are simply people who never agreed to the rules.
