Need a diologue program

I need something to add diologue to a comic. Anyone know of any good programs? Prefferably free

The GIMP (http://www.gimp.org/).

Works on Windows, Linux and Mac OSX. Open source. Make a bubble and use the "stroke" command for the outline.

If you want to be cool like me, use photoshop.

What I do in the GIMP, since I learned how to do this first and before text-bubbles:

1) Write the text.
2) In a new layer, select the area of the text and slightly around.
3) Color that selection the color of the character (i.e. Me = 9b9b9b)
4) In another new layer, grow the selection 2 pixels.
5) Color selection black, and move down the layer. The new one should be above it, I think, overlapping it. It needs to be under.
6) Merge text, color, and outline layers.

I used the burn tool to darken it, since the comic frame is during night. The bright grey/white text didn't fit in so well.
